本作の主人公は、人生崖っぷちの若きシングルマザー・岩崎和佳（いわさきのどか）。「食べるためにはなんでもやる！」と思っていた彼女は1人の漁師に出会い「1万円で俺たちの浜を立て直してくれ！」とオファーされる。こうして、必死に生きる漁師たちの夢を一緒に背負うことになった和佳。頑固な海の男たちとぶつかり合いながらも、ド素人ならではの大胆さで古い常識や慣習を次々と打ち破り、しがらみだらけの業界で大革命を巻き起こしていく。なお「ファーストペンギン」とは、多くの敵が潜む海に飛び込む“勇気ある1羽目のペンギン”のことだ。。Ronald Miller is tired of being a nerd, and makes a deal with one of the most popular girls in school to help him break into the "cool" clique.
